Ability to I.P Ban a User

We have noticed there are no features to I.P a user to stop them from creating new accounts. We have a user on our platform is verbally abusing one of our models, she has blocked him 3 times and he continue to make a new account and send her messages and we want to ban him indefintely.
However we can only ban him by I.P address which we have and would like to enact this feature to prevent future sign ups
