WhatsApp, Messenger or Telegram notifications

How about notifying members on popular messaging apps like WhatsApp, Messenger or Telegram when creators they follow start a live stream? The notifications will have a url link to the creator's livestream and options to unsubscribe from bot notifications from a particular creator.
